Credit ratings for the single-family programs of state housing finance agencies in the U.S. have stabilized, according to a report released on March 26 by Standard & Poor's (S&P).   Although these ratings had been stressed by the housing market downturn, the rating agency reported that the housing finance agencies' oversight and prudent standards have mitigated losses from delinquencies.
