BURLINGTON—Executive Director Sarah Carpenter announced Michelle Packard of Burlington has been promoted to Manager of Bond Financings and Investments at Vermont Housing Finance Agency (VHFA). Packard joined the Agency on a temporary basis in 2008, working in the Agency’s Homeownership Department. She was quickly promoted and joined as a full-time employee in the Finance Department as a Financial Analyst. Before joining VHFA, she spent nearly two decades as Treasurer for Summit Financial Center, a Burlington mortgage company. Chief Financial Officer, Tom Connors, commented “Michelle has been a valuable contributor to the VHFA Finance team over the past three years. I’m pleased to be able to promote her into such an important position for the Agency”. Packard holds a B.A. in Business Economics earned at the University of California at Santa Barbara. VHFA is a self-sustaining, non-profit agency created in 1974 by the Vermont Legislature to finance and promote affordable housing opportunities for low- and moderate-income Vermonters. Since its inception, the Agency has helped approximately 27,000 Vermont households with affordable mortgages and financed the development of approximately 8,400 affordable rental units.
