Staff Accountant

Vermont Housing Finance Agency (VHFA) is recruiting a new Staff Accountant. The Staff Accountant is responsible for the Agency's accounts payable and daily cash receipts functions and participates in quarterly closing activities. Specific responsibilities include but are not limited to, review, classification, and input of vendor invoices for all programs/funds; generating cash disbursements using Mitas, the Agency’s accounting system; reconciliation, recording, and transmitting of daily cash receipts for deposit; annual preparation of 1099/1098s; maintain various worksheets, detail schedules, and trial balances in support of the monthly, quarterly, and annual closing processes.
Serve as backup for some functions of the Mortgage Loan Analyst.

SPECIFIC RESPONSIBILITIES:

1. Accounts Payable responsibilities, including:

  • Receive vendor invoices and review for proper approval, accuracy, and account coding
  • Set up new vendors and input invoices using Mitas accounts payable subledger
  • Enter Acquired Home expenses on loans in Direct Servicing and sweep into AP
  • Generate check runs and distribute checks for all programs/funds
  • Maintain related journals, vendor database, and electronic invoice files
  • Upload AP backup into the document management system in Sharepoint
  • Perform the Acquired Home reconciliation and checking account reimbursement
  • Upload positive pay file to TD Bank eTreasury

2. Perform the daily cash receipts function, including coding, input, deposit, and ACH transfers of various Agency receipts, including IORTA check processing. Review, approve, and transmit direct service mortgage payments.
Reconcile direct serving payments to the SF direct servicing cash in transit GL account.

3. Book SF and MF direct servicing customer ACH payments in Mitas. Transfer Principal and Interest to trustees and record the transactions.

4. Perform functions related to the monthly and quarterly closing processes and reporting, including, but not limited to:

  • Posting standard journal entries
  • Preparing support schedules including, but not limited to: o Fixed Assets analysis o Prepaid expenses reconciliation o Escrow analysis o Payroll journal entries and reconciliation o Suspense analysis o Reconcile FHLB Cash Account o Update FHLB Debt Schedule
  • Complete monthly servicer reconciliations for the Agency’s smaller servicers as backup.
  • Balancing and analyzing trial balances for General Fund Special Funds including: Escrow, HAP, DMI, and SFPT
  • Prepare quarterly vouchers payable reconciliation. Create fiscal year-end detailed accounts payable listing from review of subsequent disbursements.

5. Monitor General Fund Operating Fund cash balances. Prior to each check run, ensure that there is sufficient balance in the account or if funds need to be drawn from a Line of Credit. Monitor Acquired Home cash balance, verify requested transfer from Single Family and Multiple Purpose Series have been deposited, confirm there is sufficient balance in the account prior to check runs.

6. Responsible for the accurate preparation and timely mailing of 1099s & 1098s information returns to the IRS. Work with other Agency departments to gather relevant underlying information.

Multi-Family Asset Management and Compliance Officer

Vermont Housing Finance Agency (VHFA) is recruiting a new Multi-Family (MF) Asset Management and Compliance Officer. The Multifamily Asset Management and Compliance Officer is responsible for the monitoring and overseeing the management of various multifamily rental projects in the VHFA portfolio. This involves monitoring both the financial and physical status of the project, while establishing and maintaining good working relationships with project owners, managers and service providers. The Management Officer performs compliance monitoring functions, including site visits and tenant file reviews to ensure projects remain in compliance with provisions of regulatory agreements and conditions imposed by applicable funding sources provided by VHFA, as well as HUD Section 8 and the IRS Section 42 (Housing Credits) program, as they apply. Also responsible for initiating workouts and facilitating financial restructuring or loan modifications for portfolio loans.

Candidates must have a minimum of a Bachelor’s Degree or equivalent work experience, a minimum of four years’ experience in affordable housing programs, and familiarity with real estate financing. Certification as a Housing Manager and/or Housing Credit Certified Professional is desirable, as is knowledge of federal Low Income Housing Tax Credit Program, State Housing Tax Credits, subsidized housing or HUD Section 8 Occupancy, and knowledge of other state and federal housing programs. This position requires regular travel throughout Vermont with a valid driver’s license and dependable transportation. Proficiency in Microsoft Office products, including Word, Excel, and Outlook, and experience with automated housing software databases and systems, are also required.

In addition, candidates must demonstrate exceptional customer service skills, and possess excellent written and verbal communication skills. Must be a highly organized self-starter, able to handle multiple tasks, set priorities and meet deadlines, while working with a wide range of individuals, both internal and external to the Agency. Multi-Family Building and Design Analysis Specialist

Vermont Housing Finance Agency (VHFA) is recruiting a new Multi-Family Building and Design Analysis Specialist. Formed in 1974, VHFA’s mission is to finance and promote affordable, safe, and decent housing opportunities for low- and moderate-income Vermonters.  

As the Building and Design Analyst you will support VHFA’s Asset Management and Compliance and Development teams in ensuring compliance with state, federal, and best practices for building standards. Responsible for completing comprehensive property inspections of VHFA’s existing and occupied properties, this position will ensure proper ongoing maintenance and condition of projects, and assess them for any needed repairs, safety upgrades, or capital improvements. It will also provide technical assistance to multifamily projects in need of rehabilitation and inspect properties to HUD standards. Oversee the design review and ongoing construction for new projects and are responsible for establishing and maintaining policies.

A minimum of 4-7 years of construction-related experience is desired. Two years' supervisory experience is required. It will be important for this position to stay up to date on Vermont building and design standards/codes and other regulations to ensure VHFA’s current and future portfolio is complying with standards. High-level proficiency in Microsoft Office products is required. Strong spreadsheet and word processing skills are required.
