Vermont Housing Finance Agency (VHFA) is seeking an organization or consortium to provide technical assistance to Manufactured Home Communities (MHC) to assist them in completing financial analyses or preparing applications to meet their infrastructure needs. Applications are due on May 25, 2022.

Manufactured Home Communities are the largest source of unsubsidized affordable housing in the nation and are a vital resource for Vermont. However, as described in a 2019 report commissioned by the Vermont Housing & Conservation Board (VHCB), MHCs face unique and extensive financial, infrastructure, and operational challenges. MHCs are increasingly reliant on state and federal programs to meet community needs, but often lack the capacity to complete complex financial analyses or pull together applications for funding. 

VHFA is seeking to provide up to $10,000 to support steps towards increasing that capacity and expanding the resources available to MHCs. Activities may include support in pursuing federal grants or other funding, staff capacity, technology, specialized training, or others approved in consultation with VHFA.
